Terra forming the inhabitable

Hello i got a suggestion that am hoping that if there's another expansion (or a mod) to SOTS 2 that if it was possible to add a tech that could terraform planets for your race that's inhabitable for people go there and terraform it themselves. Also to balance that huge advantage that would kinda make the Loa less OP in colonization, That it takes a long time to become in habitable condition for people to come on the planet to terraform it and that it takes a lot of savings per turn to keep the operation to terraform it going. Legoman and me came up with two ways this could be done. Terraforming drones on the planet and genetically altered bacteria to terraform a planet. If anyone knows someone came up with a mod like this that would be awesome if you could tell me where to find it.

You can do this with stimulus into colonies.
Still, you lack controll as an offset. And you would need techs to get them peacfull into your empire.

I already tried that but even when the stimulus above 2 million it still won't colonize those inhabitable planets they only colonize the habitable planets.

They go from lower to higher CH and prefer empty systems over your allready owned ones.
Personally I only use it after the map is taken to get what i cannot get :)

Being able to colonize planets higher than your maximum Climate Hazard doesn't really make sense with the current growth mechanics : your population would decrease there instead of growing.

Also, there would seem that mining ships were planned for SotS2 too.
