Why did the Loa abandon all the other races drive tech and invent their own?

Various reasons. Two prominent ones were consolidation and having a system carbonites can't use.

makes sense but why not continue to use systems such as hiver gates which would mesh well?

Do Liir Ships still slow down as they approach planets and speed up as they get further away? Or was that a scrapped Mechanic from SOTS 1.

They still do. But. They can research tech, that lowers effect by 75%

Odd. My Fleets move at 5 LYs a turn no matter where they are. Even when they are in Deep Space or when they are next to a planet.

Hi, I am very new to this game and can't find info on wiki. Is it possible to use another race's drive technology? By salvaging (if it works? my repair&salvage ships can't salvage anything) or other means?

No. To the best of my knowledge, salvage cannot get you chances at techs that your faction wouldn't have at least a chance of being able to research in the first place (ie techs that aren't restricted to other factions).

Specifically for drive techs, I think the lore reason is that such technology is such a critical part of a faction's technology base that it is kept super-hyper-secretive by everyone on a number of levels (engine technicians being taught to blow up important parts of the engine before capture) and has a complicated/esoteric enough scientific basis that it would be prohibitively difficult for a faction without tons of prior experience/research in the field surrounding another faction's drive tech to figure out the science of that faction's drive tech independently.

Sorry there is no chance to salvage someone else's drive tech. Scientific disciplines at that level are mutually exclusive. ;)

As an addition lore-wise some of the drive techs are rather bad ideas for other races to use: Liir... react badly to Nodespace... and I believe continued use of Hiver gates can cause stroke and/or brain damage in a number of non-hiver species, humans included I think that's from some of the appedices Erinys added to the ebook version of the Deacon's Tale.
