What does environmental damage mean?

For governmental types that inherently damage the environment (Plutocratic, Communalist, Junta, Mercantilist), what does "environmental damage" mean, and when/how does it happen?

Is there a steady decline in your planet's resources or biosphere, for example?

The planet's resources will be consumed at a higher rate, leading to more rapid degradation.

So basically, those four governmental types are like Horde Zuul with a constant mini-overharvest?

I would read that as it costs more resources and more biosphere damage to develop infrastructure, terraform or overharvest. Also probably to transform to a gem or forge world.

That makes sense. When I last played as Junta/Communalist, a lot of my colonies ground their biosphere points down to almost nothing when they were terraforming. Although I didn't notice any resource loss, and the biosphere points remained constant after colonization was done.
