Stimulus and open/closed systems

What's the relationship?

For example, if I decide to fund colonization stimulus throughout the empire, how is that different from declaring a system open and letting my civilians colonize their planets?

From what I understand, civilians can't colonize a system that is closed, no matter how much money there is in colonization stimulus. Conversely, if you have no money at all in colonization stimulus, I don't think that you would ever get civilian colonies even in an open system.

Ah. So the current status quo - where mining, colonization and trade stimulus produces mining stations/civilian colonies/freighters everywhere - is just a placeholder until we get open/closed systems?

There should be an open/close system button for each system.
