New strings added (12)

Bringing the text of SotS2 up to date for Russian and German players as well as expanding into other languages.

While this project lives or dies by the exceptional efforts of poly-lingual fans, there is the potential for debate. The main things to remember is that bad Russian/German is better than nothing at all, so while we respect that there are various and subtle options for certain words and concepts, please keep the debate here (not in the public docs), allow Kerberos and super-user mods to make final rulings, and regardless if your suggestions are used, your input was invaluable and you helped make it happen.

I found that in German and French strings isn't line 514. In Russian strings this line is. So look at this. In Czech strings this will be repaired in next update, because i translate external and after i give this into strings. :D

Here is line 514
"TECH_DESC_BRD_EW-Drone","The small size of a drone means it is impossible for it to be outfitted with the same level of Electronic Warfare gear as a ship."

Nope. Those are special project names for cyber tech tree.

I manually added this one. I thought it was erroneous on our side.

EDIT: I misremembered this one. When I imported strings from notabenoid, I saw that line count didn't match and tracked it down to that line. Didn't check other languages because prior to import ours was from paradox and I thought it could've been their error.
