I did try the usual cache verification, steam reboot, game re-install and cloud sync on/off.

Yes, I do. I acquired Juggernaut after Healer, if that matters.

Edit: I also did try solutions to a similar problem, there is simply no "233700" folder to be found in Drive:\Program Files (x86)\Steam\userdata\ *some number*\
