I was thinking about a frontier fleet, completly and totaly cut off from the colonies, because thats what I'm dealing with right now.

And I also expect that some ammo is moved about for the DF racks and gauss cannons

Yeah, ok, so think about it.

Obviously there are non-combatant colliers and resupply ships that you have flitting about the empire, basically gratis. These are what handle ammo resupply, crew rotations, etc.

They don't do bulk very well. You want to haul a bunch of reactor mass between the stars? Build a ship tailor-made to do that. You want to cart armour plating and spare parts for repairs? Again, a collier isn't equipped for that; build a repair ship. Even things like reload times on missiles, have in the past, been expressed partially in terms of how easy it is for colliers to cart large amounts of bulky complex ordinance around, as compared to compact caseloads of bullets.

But small numbers of crewmen needing leave or reassignment or replacement on an infrequent basis? Yeah, no problem.

Speaking of boarding pods, are boarding parties of non-Zuul races generally effective? I expect the pods themselves to come in smaller detachments given that non-Zuul don't get them for free. :p

Depends on race; some are better at boarding actions than others. Tarka and Hivers are not bad if you want to give boarding a try (though Hivers are better on defense than when launching pods on the attack.)
