Police Cutters

How do they work exactly? I just started playing, had something called a Harbinger (that I cant find any info on) hit a system, and saw that police cutters reduce the hit you take from low morale. Do you make them and just put them in a fleet in orbit?

In SotS1? Yes, they just need to be in any fleet in the system. One per system gives full benefit, but it just reduces morale loss by one per turn. You can also put them in your trade sectors where they will theoretically help reduce piracy.

If you got hit by the Herald, you probably are better off building a propaganda ship for that system.
