It's just a small perception thing.
If it can glow, it's more "active" than non-glowing.
If you would consider experience from other games, easiest way to visually distinguish various types of slots/abilities is to have them shaped and presented differently.
Round border = Offensive ability
Octagon border = Defensive / Aux ability
Dim Square border = Passive ability
