dunno about scanner ranges, but the battle timer is something you can set at the start of the game.

Easiest way to extend scanner range is in the defstratmodifiers file in the data folder. That will extend the default value but if you do that, you'll need to adjust any values inside the individual section files that don't use the default value or they'll be out of step with the rest of the ranges. Particularly you'd be concerned with any sections that add additional tactical distance as they don't use default values. I think battleriders have their own default values as well but you should see it in the file.

Is this mod still working or useful? I just noticed it and thought it might be interesting to try.

Or is there another mod that works better?

I'm going to try it too. But really all I'm looking for is something to make the game stop crashing. :x
