How about some maniac combines dark and terrible sorceries with the old supervillain standby of stealing monuments, and runs off with the Statue of Liberty? I picture Lady L's kaiju form being initially slow and plodding with laser eyes, and getting more agile and animated with each step up the kaiju tier ladder until she's leaping city blocks and unleashing waves of fire from her torch.
