Good question, but unfortunately there's no easy answer. The background fiction for a game exists to make it easier for players to understand and enjoy the game. Different games need different things, and your priorities as the writer are set by the game, and what it needs.
Just to get you started, though, the basic elements of background fiction are the same elements that exist in all fiction.
Setting: where and when does the game take place?
Characters: when you play the game, who/what are you? What are your goals and motivations? What are you trying to achieve, to become?
Conflict: When you try to win, what/who are you up against?
Theme: Is there any point to the story? (Many times there is more than one point.)
